Lusail City is a planned urban development located approximately 23 kilometers north of central Doha along the Qatar coastline. Developed by Qatari Diar Real Estate Investment Company, a subsidiary of the Qatar Investment Authority, Lusail is designed to accommodate approximately 250,000 residents and 170,000 workers upon full buildout, making it the largest single urban development project in Qatar’s history.

Lusail City was conceived as a self-contained mixed-use metropolis intended to absorb Doha’s northward urban expansion while showcasing modern urban planning principles. Lusail is organized into approximately 19 mixed-use districts, each designed with specific functions and character.
Marina District
The Marina District is a waterfront zone featuring luxury residential towers, hotels, a yacht marina, and premium retail and dining options. It is positioned as the lifestyle hub of Lusail, with direct waterfront access and pedestrian promenades.
Fox Hills
Fox Hills serves as a mid-density residential district with a focus on affordable and mid-range housing options. The district includes schools, community facilities, parks, and neighborhood retail.
Entertainment City
The Entertainment City district is planned to include theme parks, cultural venues, and leisure attractions. This district is designed to position Lusail as a destination for tourism and family entertainment.
Commercial Boulevard
Running through the center of Lusail, the Commercial Boulevard district hosts office towers, corporate headquarters, and professional services. It is intended to serve as the commercial spine of the city, complementing the Lusail Financial District.
Waterfront Residential
Several districts along the Lusail coastline offer waterfront residential developments, including low-rise villas and mid-rise apartment buildings targeted at families and premium buyers.
Freehold Property Ownership
Lusail is one of the designated areas in Qatar where foreign nationals are permitted to purchase freehold property. This policy, established under Qatari law, allows non-Qatari buyers to acquire full ownership rights in specified developments within Lusail, as well as residency permits linked to their property investment.
The availability of freehold ownership has made Lusail one of the most attractive areas for foreign real estate investment in Qatar, alongside The Pearl-Qatar and West Bay Lagoon. Property types available to foreign buyers include apartments, townhouses, and commercial units in designated projects.
Lusail Stadium

Development Status
As of 2025, Lusail has progressed significantly from a construction site to a functioning urban area. Major residential towers, commercial buildings, and hospitality facilities are operational, and the city’s population is growing steadily. However, full buildout and occupation of all districts is expected to continue over the coming years.
Retail options have expanded, with Place Vendome, a major shopping and entertainment complex with approximately 500,000 square meters of built-up area, serving as the primary commercial anchor.

Lusail represents one of the largest single real estate investment programs in the Gulf region, with total estimated development costs in the tens of billions of dollars.
